Why can't all the libraries in USA decide to network one single system which can be accessible to all citizens of USA?

Using covert everybody was online learning and researching and sometimes simply wasting their time.

I am one of them.

Today I was trying to access a computer diagnostic system called Isabel online Columbia University.

But access is limited to who have a UNI code

obviously they want money!

All these universities are either funded by the government or by the public charitable donations and also tutions from different students.

Giving access to the US population by networking all the public and private cities libraries such as a library of USA would help to rocket our population's ability to do receptor learning and trying to face the future
