And everything is sheer gibberish as you can see in the screen capture below

This kind of a problem I have faced whenever I try to copy and paste material from PDFs published in Indian regional languages.
In number of central and state government websites which carry these PDFs have the same problem so much so that it is impossible for anyone to search these documents using Adobe Acrobat Reader.
