Prof. Arthur Caplan (United States of America)
Born in 1950, received Phil. Ph.D. in Columbia University, he is professor of Philosophy and Trustee
Professor of Molecular and Cellular Engineering at Pennsylvania University. He is also Director of the
Center for Bioethics. He had been associate director of the Hastings Center from 1985 to 1987. He is a
Chairman of the Advisory Committee to the Department of Health and Human Services, on Blood Safety
and Availability. He is a first President of American Association of Bioethics from 1993 to 1995. His
expertise is on genetics, cloning and genetic testing, transplant, artificial organs and genetically
engineered foods and medicines.
Prof. Leonardo De Castro (Philippines)
Ph. D in Philosophy from the University of Wales-Swansea (1991), he is Professor and Chair of the
Department of Philosophy at the University of the Philippines. He is a member of UNESCO's International
Bioethics Committee. He is also President of the Philippine Health Social Science Association, ViceChairman
of the Western Pacific Forum for Research Ethics Committees and Member of the National
Ethics Committee. He is the author of books and articles on ethics and bioethics.
Prof. Cesar Nombela (Spain)
Born in 1946 in Toledo (Spain), Doctor in Microbiology from the University of Salamanca, he is Professor
at the Faculty of Pharmacy of the Complutense University, Head of the Special Chair in Genomics and
Proteomics (supported by Merck, Sharp & Dohme) and Director General of the Fundacion General de la
Universidad Complutense de Madrid. Former President of the Counsejo Superior de Investigaciones
Cientificas (CSIC, 1996-2000) of Spain, he is also the founder of the Centre for DNA Sequencing of this
University and was its Director from 1993 to 1996. Former President of the Federation of European
Microbiology Societies (1995-1998), he has been awarded a number of scientific distinctions and is a
member of several scientific committees of the European Union. He is also head of a research group
dealing with Molecular Microbiology and Biotechnology and author of about 120 publications in refereed
journals.

Dr. Carmel Shalev (Israel)
Dr. Shalev is a graduate of the Hebrew University Faculty of Law and earned her doctoral degree from
Yale Law School (1989).
She is director of the Unit of Health Rights and Ethics at the Gertner Institute for Epidemiology and Health
Policy Research, Tel Hashomer, and teaches health and human rights at the faculties of law of Tel Aviv
University, and Hebrew University, Jerusalem.
Formerly she served as legal advisor to the Israel Ministry of Health (1994-1995), and as an expert
member of the United Nations Committee on the Elimination of All Forms of Discrimination Against
Women (CEDAW) (1994-2000).
She is a member of the Scientific and Ethical Review Group of the WHO Special Programme of
Research, Development and Research Training in Human Reproduction, Geneva. She is chair of the
Ethics Committee of the Jerusalem District Health Bureau, and a member of the Israel Helsinki
Committee for Genetic Research in Human Beings.
Mr. Fernando Zegers-Hochschild (Chile)
Dr. Zegers-Hochschild obtained his degree in Medicine at the Catholic University of Chile, is board
certified in Obstetrics & Gynecology by the University of Chile and holds a WHO Fellowship in Human
Reproduction from the University of Sheffield, U.K .
He is Associate Professor for the Faculty of Medicine at the University of Chile and Director of the Unit of
Reproductive Medicine at Clinica Las Condes, Santiago, Chile. He is co-founder and member of the
board of directors of the Chilean Institute of Reproductive Medicine, founder and responsible for the Latin
American Registry of Assisted Reproduction. He was recently nominated honorary president of the Latin
American Network of Assisted Reproduction.
Since 1991 he has participated as member of the IFFS Taskforce for Registers on Assisted Reproduction
(formerly the International Working Work for Registers on Assisted Reproduction). He forms part of the
Ethics Committee of Clinica Las Condes and since 2001, is responsible for the Ethics Committee of the
Chilean Fertility Society.
Current research interests include detection of chromosomal abnormalities in human oocytes,
identification of markers of reproductive efficacy, outcome of multiple pregnancies associated with
assisted reproduction techniques and the development of a progesterone releasing vaginal ring for the
treatment of infertility.
