The subsequent years witnessed clashes between the sup- porters of the Jai Andhra and Jai Telangana movements. The leaders of the Jai Andhra movement demanded either doing away With the safeguards promised by the then—Congress-Ied State government to the people of Telangana, includ- ing the judgment of the Supreme Coun of India on the legality of mulki rules,6 or bifurcatmg Andhra Pradesh into Andhra and Telangana States. Yielding to this pressure, the government of India quashed almost all the protective measures promised to the people of Telangana, including the invalidation of the judgment of the Supreme Coun on mulki rules,' thus deprrv'lng them of their legitimate share in the fruits of development and denying them any opportunity to voice their grievances before the government in the political process.
